Yes a Toon is a player controlled The card comes from booster packs that can drop as loot in game or be bought in the station store. They are called loot cards and are rare. You can try out LON just click on the eq2 button and goto legends of norrath

Legends of Norrath is a separate card game that you can play within EQ2. And they have incentive cards that can be redeemed for EQ2 loot. I'd recommend reading up on Legends of Norrath before you jump into it though. It is an entirely separate game.

The green ghosty form itself is from a LoN loot card (per a guildie that has the same thing). The character itself seems to also be wearing a werewolf or splitpaw gnoll illusion as well. I'm not quite sure how they managed that since I didn't think illusions could be stacked.

Legends of Norrath (linked to official website) is sort of like an online version of Magic: The Gathering. You can play it from within EQ2 by using /LON (or from the EQ2 start button). If you find that lags you out too badly, you can also download a stand-alone version of the game. The LON game itself is free. Where SOE makes their money is by selling cards and booster packs. But as has been mentioned, you get a starter set to begin with, and packs and cards do drop sometimes in-game. It is also possible to trade for a card inside LON, but there's a catch -- SOE makes you purchase at least one booster pack before you can use teh trade function... What you see there is a card called Wolves' Howl: it can be found in some Inquisitor Booster Packs. Right now it looks like people are willing to trade this card in exchange for 4 Inquisitor Booster Packs (about US$12 worth of cards if you buy them).I am not sure what the green ghostly effect is. I saw a non-wolfish character in Qeynos Harbor with that appearance on Lucan D'Lere this weekend. It might be another LON card, this time from the Cloak of Chains -- if so this is the Tunare's Avenging Spirit thing being used.
