maxed CPU on dual core while doing nothing

I opened up task manager while in window mode the other day and noted that one core was maxed at 100% while the other is idle.  I can understand if EQII doesn't use the second core but my character was staring at the wall and the first cpu core was totally maxed out.  I know I dont have anything else running in the background so what is making this happen.  The game cant constantly run the core at 100%, I've never seen that before in any other game.

In any game where the frame rate isn't capped, this is what will always happen, unless your graphics card is at the limit (allowing the cpu to idle)
