Does Halfling Poison Racial Help KoS Poison CA?

I don't know if I'm saying this right but halflings get 25% more poison procs.  In our KoS AA tree, we get a passive poison CA.  Does the halfling racial increase the proc rate of this poison?

I don't have a halfling, so I don't know exactly how the racial trait reads, but if it's similar to other racial and AA abilities, it doesn't actually allow the poison a better proc chance, but increases the number of available procs from the poison vial by 25%.  For example, if the actual crafted poison has 100 procs, then a halfling with the trait would get 125 procs from the poison before having to apply new poison.  Assuming that is how the halfling trait works, then no it would not affect the bard poison AA.

That racial ability affects player created poisons, not procs from AA.
