That depends on whether you're dual-wielding solo, grouped or raided.

Solo - consider ditching the second weapon for a shield. Makes solo play much easier.

Group - agil is good (esp. bump), 5 points in int is a good step, wisdom is a no-brainer, strength is moderately useful. Anything beyond 5 points in anything but wisdom is a luxury and is down to personal preference. But DKTM is hands-down the single best AA we get.

Raid - wisdom and strength are crucial; 5 points in int and agil are still very much worthwhile, and the poison (iffy solo, good in groups) has little or no drawback in a typical raid situation. Empasis on 'typical'

On the troubadour side, I think it becomes largely about personal preference generally. I like the cheap shot enhance, the mez enhance and the nuke enhancers for solo play, and Resonance is useful in many situations. For groups and raids, the Demoralizers are nice to have (5% chance for an enemy CA to miss outright, cumulative, per debuff stuck), and for mobs who cast effects Sonic Interference can be very useful. Oh, and the wards can prevent a fair bit of damage when you aggregate the effects raidwide. I've never specced to Harmonization so I'm not sure how that plays out.
