Clarification on "faster reuse ranged attacks"

I take this to mean that Ranger ranged attack recast timers were shortened.  But as far as I can tell not a single recast timer has been changed.  I am comparing my abilities from test and live and I don't see any changes.  Is it possible I am overlooking something?  Or is it something totally different?

It means things that were short reuse had their damage raised slightly.
