where art though praetor's guard

After two months since hitting 80 on my current main, i'm getting to where i'm considering taking my pennies and advertising paying for loot rights to Praetor's Guard.  I have a problem with this whole setup.  I am in a raiding guild that is progressing through veeshan's.  I would like to know why this tier for the first tier that I know of, the best secondary/ranged item in the game is only available through what might as well be an imaginary drop in a regular heroic instance.  I dont even know of a single secondary/ranged item that drops in raid zones that's even close.  Heck i dont know of any secondary/ranged proc on spell/spell crit items that drop in RoK raid zones.Would it be possible to include a couple of secondary/ranged proc on spell attack/spell crit items in the t8 raid zones?    If there is, i'd like to know about it.  I dont mind praetors being comparable to what's in raid zones, but having nothing in the raid zones comparable to what drops in instances just seems weird.Note:  I looked, and there is probably another thread on this, I just couldn't find it using search.

I'd suggest transferring to Antonia Bayle and running VoES with me for about two weeks. So far, I've seen it drop not once...but three times. I won it first on my Shadowknight when the proc was 100% (I swear...even an over-zealous Sorcerer or Predator couldn't rip aggro from me then!). And then I won it on my Necro while working on my Epic (and the very next day, I won the Jarsath Robe of Royalty from Drusella while whacking her for my Epic). And since then, I've seen it drop once more.

funny thing is, that i am on ab, and have grouped with your necro on my brawler. At this point, if i wasn't still buying masters, i'd be offering money for looting rights.  I'm sick of having to run an instance daily just for the one item.  Nothing else in the zone is remotely close to being an upgrade.   This is the only item that even drops in instances instead of masters, that's an upgrade.  This is the heart of my issue.  You should be able to get something at a minimum as good in a raid zone.  I believe that every other fabled drop in instances is roughly equivalent to t1 or maybe t2 fabled, which is cool.  Praetor's is roughly equivalent to trakanon loot, because there's nothing else.  Heck i'm forced to do claymore for the umpteenth time so i can get the fitzpitzles since there is a remarkable lack of proc on spell items in this expansion.

I went a while without it, but then it dropped three times in a row. I got one, a guildie another, and we had to run in a guildie from another zone to get the third one before it evaporated.
