Please fix the writ guy in Fens

Title says it all please fix it so exiles cant keep killing the writ guy in fens. Its a pain keep running to another zone to get a writ every time because they have killed him.Thanks

The pair of Rilissian guards on rhinos that wander through Sathir's Span were killing him last week... he would only be up for ~30 seconds or so before they would smack him.
