keybindings not staying

My keybindings keep resetting to defaults.  I even tried saving them, then reloading them after they reset but either they dont reload or else the reload file is also reset to default.  Whats going on?

So no one has any ideas/solutions/commiserations?  Am I posting this question to the wrong forum?  Can anyone point me to the file it is supposed to be saving to?
