I have a 8800GT(I know, cursed for EQ2) but was wondering if there was a fix for the problem I am having.

My FPS is decent >30FPS almost always, however when I run around I notice that characters(PC and NPC both) will sometimes not load for up to 2-10seconds. This is especially noticeable when going to turn in quests as I run up to where the quest npc is, and patiently wait 5 seconds for him to appear on my screen.

This is absolutely KILLING me in pvp however, as I routinely die from people I never even see.

Running vista 64 bit.

No such luck unfortunately. If I read your suggestion correctly you thought it might be the window scaling bug where non rfc compliant routers mess up the mtu negotiation(I am a network guy). I have a netscreen 5GT router/firewall and even though I am pretty sure it is compliant I set it to 1486mtu on both interfaces anyways and ran some tests, but got the same results.

Running from Wanderlust fair in Darklight Woods, I go south til I am offscreen from the town, then back. The cluster of guards near the mailbox are completely invisible, although if I mouseover where I know they are, the chat bubble allowing me to talk to them appears.

About 5 seconds later they "pop" onto my screen.

I see this "popping" with various other objects, whereas some I can see from a long distance away.
