Politics in Kunark

I'm only just now starting to explore Nathsar, but even so early in my travels through Kunark I have noticed something.  Neither Venril nor Serlach have a firm grip on their subjects.  There are groups of iksar and Di'Zok sarnak that while not overtly traitorous don't exactly toe the party line.Another oddity I've noticed is that Sebilisian banners are hanging on the walls inside Teren's Grasp.  Why would a group of people led by a Koada'Dal paladin be displaying these banners?

<span style="color: #00cc00;">Yeah Teren's Grasp would more likely have the Combine Empire Emblem then Venni's even if they have no relation to the original Empire. As for the Other Iksar, well they have to live in the real world (Norrath anyway) not in some dungeon where there is rarely enough sunlight for them.</span>

Well the Combine symbol is found on the buildings in Terren's Grasp itself. I don't remember seeing Sathirian banners anywhere, but I've never bothered to pay attention to such a detail.
