How To Turn On The Mouse Wheel?

For no apparent reason my mouse wheel seems to do nothing in the game now.  I am curious if anyone knows how to enable it for scrolling in the chat box and zooming in/out in the game screen area?  I am using the default UI and have checked (or so I thought) every single option in the game option area.  Any help would be greatly appreciated.

Has your mouse or system changed?  I know i had scrolling issues when i upgraded to a better microsoft mouse until i installed thier software for it.

Actually some hardware did change recently in the machine.  I will check/update drivers and see if that corrects it.
