Dirge Epic Proc

I recall a statement made by Aerilik that a fix was going into 43 for the broken epic.  Don't see that mentioned in the notes.  No offense but I can almost guarantee if it was the Assassin Epic that was broke it would have been hotfixed.

Aerilik has kindly informed me that there was indeed a missing line from the update notes for Test: Dirge        Lamentation of the Intrepid’s proc will now properly take into account debuffed mitigation.That and a couple other things I'm scrounging up with be modified in the next set of notes.- Kirstie
