The Dragon Spirit in the Field of Bone

I'm sure the answer was given in some quest I rapidly clicked through, but could anyone tell me, who is this dragon and where can I learn more about him .. and why does his spirit sometimes appear there?

Jaled'Dar is the dragon who died there.  He was the leader of the Ring of Scale on Kunark, and was a First Brood dragon.  He was killed in an aerial battle over the Field of Bone against Emperor Ganak of the Sebilisian Empire riding on a sokokar.  Both leaders killed each other.  I am unsure why his spirit appears there, but in EQ1 his spirit appeared in Dragon Necropolis on Velious.
