Try Black Iron Chain trash loot drops from Runny Eye.Not sure which boots would give the pirate effect, but the chest, legs and shoulders certainly have a nice look

Best pirate outfit you can get is the LoN Seafury Buccaneer illusion.  Pirate tricorn hat, eye patch, goatee, pirate crossed swords cape... it's great!
