Bathezed Watch Repeatable quest, Vanguards??

<p>Quest text still refers to getting reports from outriders, but, they won't update or respond.</p><p>Instead it now asks for Vanguards, and I cannot find any in zone.</p><p>Either I'm blind, or this is bugged</p>

They are in the same area as the outriders but they do not roam.
