I just resubscribed and heard that for new toons TD was the place to go. Is this an evil only place or can Qeynosians join in on the fun?

Technically its a neutral city, but you can only start the evil/neutral classes and evil races there. You can start in Qeynos though and move to TD if you wish.

Timorous Deep's an evil city as far as game-mechanics go, good-only races and classes can't start there and your character will be considered evil as far as things like city faction goes (eg. the Qeynos guards won't like you). Qeynos and Kelethin citizens also can't change citizenship to TD, you have to go through betrayal if you want to, for instance, get a house there. From a lore perspective, though, TD is neutral. While good-aligned characters can't live there, all the NPCs will talk to you, all services (banker, broker, mender, tradeskill vendors, etc.) are usable and you can do all the quests. From what I've seen, TD has the most coherent set of starter quests and the best quest rewards (Darklight Wood being #2 and GFay #3).I suspect the situation with TD is that the devs wanted it to be a true-neutral city but the game engine implements alignment as a binary flag (if it's present you're evil, if it's not present you're not-evil (good)) and it's just not possible to represent a third alignment without a lot of major recoding.
