1) Not sure what you mean by states. If you mean stance, then usually defensive when tanking (unless it is not a difficult place). Solo you will want offensive until you get to a higher level and get your spider stance which is generally better. Each stance has it's uses, so nnoe are 'best.'

2) At low levels go with the health regen. As you get to the higher levels you'll want to respec that for more power as the +10 health per tic will have lost its luster, and you will find yourself running into serious power loss issues when you aren't tanking.

3) The good (guess some might consider it bad) thing here is that a good build covers both tanking and a pretty decent amount of DPS.

STR line is great for leveling. It is even good at level cap, but weapons will beat it out once you learn to time your attacks well (don't worry about timing as a newbie). The Int line is great for solo and tanking both. The Wis line is a very nice DPS boost and gives you a little less to worry about when tanking multiple mobs at once (doesn't guarantee agro by any means, but it helps some).

On the monk side, get everything on the far left that increases your damage % of certain CAs as well as the heal. In the dead center get the first two that decrease cast timers of your CAs. The 3rd and 4th ones are debatable, but I got those as well. The 3rd one is for a CA that doesn't do much damage, but has a stun - however it doesn't affect epics, so it depends on if you are in groups more or DPSing for raids more on that one. The last one in the middle is the end line ability which is an extra attack - it can do rather nice damage, and I would go for it, but it's up to you.

Directly to the right of those you should get the AAs that improve your taunts - avoid the one at the top that improves AoE reuse timers(as well as the one near the bottom)!! The AoE ones also increase the range, which can be more deadly then beneficial. Get the improved avoidance xfer which will turn it into a hate xfer as well. Get mongoose stance - you will want it DPSing in raids, lest you find yourself a dead body on the floor.

After that, get whatever you can on the far right with your leftover points. These increase hit chances of some of your CAs, and improve the cost of those same CAs. In the end those will also provide more DPS.

There's my take.

For (2), you might want to consider +HP... an extra 5% HP overall will have some chance to keep you alive longer.

If you go INT line, it also raises the HP level at which Eagle Shriek(?) kicks in (30% health or below) so you have more margin with the improved mit/crits.

Just for thought
