choosing heroic ops

Is there a way to choose which heroic oportunity a scout can use? Lets say I want to use ringing blow and not swindlers luck is there a way to choose between them?

No. It's completely random. We do have the option of flipping the HO once by using a CA with a coin HO icon. That basically just re-rolls the HO and you still have the same chances at getting ringing blow/swindler's luck/bravo's dance.
