What does the stifle effect do?

stifle from your Cease (or Blip in T8, i dont really know, lol) will prevent a caster mob from casting spells for a few secs.  It's not very long.stifle = silence

Well I think it do more then just that...that efect prewent target from doing any atack whatsoever..wizzies got that strife on small deagro spell,very helpfull in PvP,shame it last just for second <img src="/smilies/9d71f0541cff0a302a0309c5079e8dee.gif" border="0" alt="SMILEY" />
