Quest: Strategic Point (Feerrott)

I'm having some difficulty with the 40 something quest Strategic Point in Feerrott. I can't seem to figure out how to place the beacons? I've found several of the places listed in the quest, and found areas in those places where I get a message saying Beacon Activated (or something similar), but it doesn't actually remove the place from the quest. I tried examining the beacon I have in one of my backpacks and it doesn't appear to be a usable item, when I did a few searches on the quest it just said to visit the areas? I've stood in the Beacon Activated place for like 5m and nothing happens. What am I doing wrong? Thanks!

If you did the opposing faction quests you did a similar quest. for whatever reason, it prevents you from finishing that one.

You have the inspect the beacon at the correct place. However if you see the message that the beacon begins to glow, you often are already to far from the correct spot and you maybe have to move some steps back until you get the message again.
