It might depend what city you are in.  Qeynos delegates are inside each instance, standing at the top of the stairs.  In Willow Wood (Wayfarer's Stockpilers) it's a gnome, for instance.  Neriaks is standing right by the crafting stuff in the dock area (I love that crafting area, bank, broker, tables, writs, fuel, books, ALL in one small area!).  If you're in Kelethin, Gorowyn or Freeport, I don't know =/  But I'm sure someone else will chime in and help!
