Havik Thyx

Can anyone tell me what I need to do to get this iksar to give me his quests in Kunzar Jungle? This fellow is located in an iksar villager camp across from the Tabernacle of Pain and he adamantly refuses to speak with me. I see that he gives out at least two quests, but I cannot find the prerequisites to getting his quests anywhere I've searched. Can anyone enlighten me?

Just a blind stab in the dark here . . . how about gaining Iksar Villager faction?

How much? I've completed all of the other Iksar Villager quests in the zone.

Maybe I'm thinking of a different NPC, but I don't remember this being a big issue . . .

When I went to talk to the NPC that starts the Swifttail quest line while having one of Havik's quests she refused to speak to me.  So perhaps if you have an active quest with the Swifttails will result in the same thing with Havik?

He is opposed to the Swifttail monks, so he won't give you a quest if you've already got one of theirs in your journal. Thanks for the tip!
