figure this is a good enough place to put this.why does tiers 1-6 tower shields have resists, and at t7 suddenly nothing?

Because T7 was built under a somewhat different philosophy than t3-6. T7 was the first crack at the repositioning and revamping of tradeskills that would ultimately finish with LU24. If you check t1-2 and 7 against t3-6, you'll notice they are almost radically different in recipe builds and item results( though fixes/patches since lu24 have reduced some of that).

Because the developers come up with itemization standards and philosophies on the fly without the slightest attempt at consistency across the tiers.
