Level appropriate gear?

Wheres a good place(s) to get level appropriat gear. I'm level 31 and just took a REALLY good look at my gear. Most of it is gray.Is there anyplace I can solo to get some decent gear to get me through? I dont want to spend alot of money as I dont plan on being this low of a level for very long.

All of the 30-40 areas...Steamfront, Zek and Enchanted Lands should have some questing gear for you...never took a necor through there so I couldn't tell you exactly where they are though =/

You could also look to have a set of cloth armor built for you using Oak Roots (T4 rare root).  It's usable at 32, and should have a very nice stat spread.  Additionally, several of the drops in Ruins of Varsoon have VERY nice stats for a robe caster.
