Ironforge exchange faction merchant location?

Okay, I'm probably blind but I can't seem to find them anywhere and all the old guides I can find online refer to them being in the Ironforge Estate in NQ which doesn't seem to be the case any longer.  Anyone know where to find them?

It is the guy you would buy fuel from when in Ironforge TS instance in NQ.
