You go to the Achievement Counsel in your city and pay for it. The cost is 10g for the first time then increases to 1-10p max respectively, but after 30 days price resets back to 10g.

Qeynos: Wynia Vethe - South Qeynos, Concordium Tower

Freeport: Nexa L'Dur - North Freeport, Academy of Arcane Science

Kelethin: Aelia Naeni - Order of Arcane

Neriak: Tria L'Belk - New Foreign Quarter

Gorowyn: Warzok Riz'sok

A while back when they unlocked AA points from their current tree when respeccing, they made class and subclass respec cards available through the achievment counsel. You may have to hail them twice to get both cards. The cards are 5-charge items that give you a free respec flag on the respective AA trees.A trick I use with them is to buy the respec when it's only 10g and only use the respec card if I don't like the mix and don't want to wait the 30 days for the price to reset down again.

Yeah the respec card was a pretty nice idea I thought. Definitely comes in handy if you like to play around with different builds like I do.
