<p>All % based aggro transfers are capped prior to 50% threat redirection or they would be overpowering and aggro would be on lockdown, thus the line ends at Amends. SoE wants all tanks working for their aggro and scaled Amends down quite some time ago because of this.</p><p>Generally % based things scale awesomely among all tiers thus, upgrades are unnessesary for the most part.</p>

<p>I agree there is no need for an upgrade due to the % base.  However, there are buggy situations with hate gain that make many think when a paladin is using amends and has a transfer on them, the transfer overwrites amends due to being a higher level spell.  It is tough to actually confirm 100% due to so many things going on per fight, but I'm pretty sure this is the case based on my experience.  </p><p> There should be no need to tell people not to transfer to me on a raid and have that result in better hate generation (which it seems to).  Anyone else confirm? </p>
