Cloak of Flames - Any use for a necro?

I'm currently using the Sol Ro cloak.  Since the release of RoK I've acquired a number of + dmg items.  To be honest, I didn't notice much of an increase in damage with the addition of more + damage items.  What exactly is +25 to increase attack speed found on the Cloak of Flames?  Is it a melee only beneficial item, or does +25 to attack speed decrease mages' casting time by 25%.  Sorry for the newbish questions, but I really don't have a reference for what these numbers mean.

i wear it in appearance slot with surgeons robe for red and white look with red and white winged arasailooks good and is particle effec like if you have grafics up slightly

I am still using Unrest cloak myself.</p>
