Is the improved monster ai anywhere else on Test? or still just 70+ Kunark monsters?

Are all monsters on test below 70 and outside of Kunark still the same tedious brain dead bersererks they've always been or are they starting to exhibit the same ai style as seen in new high level zones like Kylong Plains?
