Underworld Legplates received a stealth nerf?

I just noticed on eq2players.com on my char that Underworld Legplates now only yields a +18dps proc instead of the previous 34 dps.. Any1 know when this took place?

were they treasured?  A lot of the treasured RoK gear got a 'tone down' recently.  Apparently it was never meant to be that high and was actually pulling from the legendary effects rather than treasured ones (or wasn't scalling right, not sure).

Checked ingame when I got from work, and its still 34... I reckon the eq2player reference shows percentage and not numbers..
