What is 2nd HP bar under MOB?

<p>I am a level 5 coercer on the Island and I just noticed that when I was fighting a scout a 2nd bar appeared under the first one about half-way through the battle. Was this a spell effect? Or what?</p><p>Thank you.</p>

The blue bar under the green health bar is their power bar. Just like with player characters, as a mob uses up their power pool, it begins to report that power loss to the player via the bar over their head.
