Tracking Avoidance

I purchased the ROK pvp rewards Elusive Hoop and it didnt make any difference concerning my appearance on track relative to others ( we tested it obviously).  Was wondering what it actually does? is it a skill that has yet to be implemented?

It may just lower the detection radius of the scouts track.Though they may have made it too weak in anticipation of ppl stacking the stat, though I am just talking out of my [Removed for Content], as I haven't used or seen the item!
