Kelethin Citizenship quests bugged?

<span class="postbody">I have successfully done the betrayal quest and gone to Haven etc. Now I'd like to do the citizenship quests to gain citizenship in Kelethin. I was following this guide: <a rel="nofollow" href="http://eq2.wikia.com/wiki/Citizenship." target="_blank">http://eq2.wikia.com/wiki/Citizenship.</a>According to the guide I can't get the repeatable faction quests until I do the first part "Considering Kelethin." And I can't complete that quest until I learn to speak Fae. However I can't do the language quest to speak Fae because Jysolin won't talk to me since my Kelethin faction is too low.So basically I need to complete a quest in order to start raising my faction, but the prerequisite to the quest I cannot complete because my faction is too low. Is this a bug? Seems illogical. Maybe there is another way to learn to speak Fae?</span>

<p>You dont do the language quest with Jysolin, I forget the name of the npc, its somthing basic like fay language intructor as her title, and I cant even remember where she is, just in the tree house some place. Looks like a vendor. Maybe someone else can give you more specifics then me. But im positive u will need her first </p>
