Character Transfer site down ?

I have been trying to reach the character transfer page to move toon to another server but get Error page for 1 week.Anyone else having this problem?

I've reached the character xfer Saturday and Monday and filled it out, but my char has not moved and have had no email response from SOE. The online chat help/support does not work, but you can send an email asking about your character xfer. I did that about 3 days ago, no response.
