Why is our "Lay Waste" AA now on same Timer as Besiege? Bugged?

This used to never be like this and think I first noticed it after RoK went live.We have a Guardian Tree AA called 'Lay Waste', which gives us a pretty nice additional High Dmg attack. Now for some reason every time you use it, Besiege is being greyed out and only available after Lay Waste refreshes. This is completely borked at the spells are not even related. One is a single dmg attack and Besiege is our AE attack, this needs to be fixed. Anyone else notice this?

<p>Though I haven't noticed this first hand pre-LU40, it sounds like the way it's working now is how it is intended to work based off the description.  If I remember right, "Lay Waste" mentions that it's an upgrade to Besiege which does more damage to the direct target but still hits target in AoE with the same force as Besiege.  I think there's also something about it being near impossible to parry or something like that.</p><p>I'll go home and re-read the ability description tonite, and I suggest you do the same.  I'm pretty sure these spells are, in fact, related.  Lay Waste is just a bigger, badder Besiege.  Sorta like getting a Master III Besiege.</p>

It's always been like that. Lay Waste is a higher damage single target alternative to Besiege.

Lay waste is just a single target ca btw, not a high damage to one with regular aoe...I thought that a while back and was annoyed by it, but have since come to enjoy the fact that if I pay attention I can use it more regularly (not just on big groups).
