Digital DL only works with account bought with?

When I bought the DVD of EOF it worked for both accounts I have. I use the same PC. When I bought the digital download it only flagged one account and I cannot use on the other. Is this by design? Seems like things have changed and we werent told. Has anyone else had this issue?

So your saying you used the same CD-key to register 2 accounts for EoF?
