I have a blade that has 1.7sec delay and one that has 1.0sec delay (I duel weild). Does this mean they will both melee at 1.7 or the one blade will be almost twice as fast as the other one? What is the significance in relation to damage? I am DPS speced and never tank. Swash tree is reach and potency, Rouge tree is str and agi.

Blade one: Living stone blade

Blade Two: Right hand of the high priestess

Thanks in advance.

Yes it will hit at different speeds, and yes it will be extremely detrimental to your DPS. Also consider you are using mis-matched AND low delay weapons, which is even worse. Combinations you can get by with are like 2.0/4.0, 2.0/3.0, 3.0/4.0, but always try to match them up.

Is that why my dps has been pathetic since the duel wield changes =P

When dual weilding, there are increased delays on BOTH primary and secondary weapons.

ideally when d/w you want both weps to be the same speed so that you can time CAs between auto attacks (and never lose auto attack hits, or not force them to be queue'd for .7s while you cast/recover from a CA).

there are also a few combo's (as ripp mentioned) that will sync up every other hit or two - this will allow you to do better timing so you lose less in the way of auto attack dps. you can not auto attack if you have a CA firing off (either 1.0s or .8s if you have sailwind).

if you are a CA-smasher none of this matter really... but if trying to maximize dps with d/w you do want the same speed in both hands.
