Where in SS did they post the buffer

<p>In the past there has been a buffer and raid loot vendor on the dock in QH by the vendor that sells tickets to TS or Nek. I'm pretty sure it has to be spawned by a Dev though.</p><p>Brega - 70 Ranger, Test Server</p>
