I recently got a couple weapons that were around 2 to 2.5 sec on the delay and noticed my Hurricane doesn't seem to proc as much. Are lower delay weapons better since they would obviously swing and hit more often then higher delay ones? Thanks.

yea, unfortunately soe hasn't changed all spells/procs to the new # times per minute

so anything thats still based on % will always proc more with smallest delay

It inflicts piercing damage, increases with STR, but crits as a spell. Hurricane is not a 'proc' - as stated above, it's a chance for your autoattack to ae, it affects all weapons equally.
