Totem of the otter

I have seen in forums that woodworkers make the Totem of the Otter but cannot find out what crafting book its in or what crafting level it is made at-pls advise if you know. Thanks!

It's a Craftsman item, I believe in the 10-19 range.

It used to be low level - 10 or below, I believe. Now it's been bumped all the way up to lvl. 30.

It's somewhere around 17-19.  So all craftsman can make it.  I think it is usable by lvl 10 however.  Will have to check in-game.
