Hi, I'm a PvPer and have noticed that the Portal spell will not function in the following situation: I'm fighting a mob and an enemy PVP attacks me. I decide I'm going to finish the mob off and then evac. Once the mob dies, I find that my Portal spell is not available. I have not done anything aggressive to the PvPer attacking me.Is this expected behavior?

Is Evac normally not available during PvP combat? If so, I would have to say that it's treating the player attacking you like it would another NPC. If second mob attacks, even though I have not engaged the second npc encounter, I'm still "engaged" with that second mob. I.E. I don't put away my weapon and have my out of combat regens kick back in when the first dies.

Evac is indeed unavailable when you (or your group) are PvP'ing. But that denial is because you either initiated PvP or reciprocated (fought back) in PvP. If you do not fight back then portal (or evac) is available for use. In the case I'm talking about, I did not initiate or attack the enemy player. Thus my confusion.

More likly than not, while engaged with npc's your gear procs and ability procs are active, thus when a pvp engages you triggering one of those active procs, counts as a pvp action placing you in combat.

You should have evac'd on site of him or fight. him hitting you while your engaged with a npc triggered something placing you in pvp combat also and making you less effective aginst npc's too.

We may not like it but this is what happend, just try to learn from it next time and gl.
