translation:  new Tiers start at the x0 levels, so when there's a level cap our books will stop at x9 (spell makers get the level 70 spells in their x9 books for those tiers.

I still wouldn't have a problem if they did x1 to x0 every cap increase rather than shifting the recipes around in the lower end x0 books. Seems like it would be less work and aggravation. </p>
