Anyone noticing heals not taking effect?

Sometimes on raids when I cast Verdant Healing the persons health stays at what it is and doesn't increase what so ever.  At first I wasn't looking for it, so I would notice it here and there.  Now, it seems that at least every tenth heal doesn't take effect.has anyone noticed something similar?

nope, except for lag spikes, but they hit in after that for the full healing amount (20 secs lagspike -> huge gren cloud of heals ging off at once). I got the lagspikes cause of my [Removed for Content] connection atm, but I have heard of people having increasing lag problems atm.
