Fabled Crafting?

I need help understanding something I saw in game last night.  Someone was shouting that they were crafting a certain item by request and to send a tell for details.  The item they linked in the message was a Fabled armor piece.  Don't ask me what it was and I didn't get a chance to send the guy a tell asking for details but I was not aware that there were any ways to craft Fabled gear.  Am I mistaken or was this guy just blowing smoke up people's dresses?  If you can craft Fabled can anyone please explain how it works, where you get the recipes, how you get any special components, access special crafting stations, etc.  Thanks in advance.

EH recipes. He probably asked for Hardened Leaf Bracers.

There are some recipes that drop in EH, so far I've seen the bracers, shield and a sword and I'm sure there are others.  They require a component that also drops in EH and a rare to make.  Some of the recipes also have limited charges meaning you can only make 5 of them and then the recipe disappears from your book.I like the idea I think crafters' should be able to make stuff more powerful than the scrap they are limited to so far.  I remember this sort of crafting talked about back in the design stage of EQ2, and I think it's a good move, although would like to see some of it move into the group range of things too.  Make it rare but just so you don't have to be in a raid to get it.
