Surging tempest question

Hey, I'm only lvl 31 wiz on PvP servers, gonna go 70 here in a ... when i have the money. ANYWAYSurging tempest... it has an ubar long duration, but the effect window doesnt' say anything about what the duration is used for? is it actually a dot thats not noted in the description? or what? Could someone please explain!Thx

<p>The description sucks. Would be nice for them to update the text.For a long time i never even got the spell.</p><p>but yea like illu said.... it a can also trigger frigid gift procs for each 'tick'</p>

It no longer triggers procs on any, but the first casting, so SoE has cleared up all of the bugs that make the spell more helpful than designed, but it still eats freehand and cataylst so they left the major negative bug on the spell.
