Reinforced Gauze Shirt

Recently I stumbled on a leather armor piece called a Reinforced Gauze Shirt, it's a chest piece and it gives the appearance of a monk's gi. It's also wearable by all classes. I can only assume it's either a quest or a drop since it's no-trade. Does anyone know where to obtain one?

It's a sixth level darklight wood quest called "the missing recruit".

The quest seems to have rewards itemized for each class.  Though any leather-wearer can wear this chest piece, it apparently is rewarded only to bruisers.  The rest of us get gear appropriate for our classes.
