Allegro working correctly?

Hi just thought I would bring up something i observed the other day while with 2  troubs in CMM. They both had allegro going but i only saw the benefit from it on spells that were not in the spell cast reduction tree in eof. This means with maxxed SM, deluge, Seismic, ST, that we dont get teh benefits of allegro on ANY of those spells. I was wondering if this is working as intended or its some kind of bug.

Spell haste caps at 50%. It's very likely that you were already maxed due to your achievements, therefore you can't get any further haste off of those spells.
