So they slowed down dual wielded weapons to make that option still desirable, procs and all that. Now they are decreasing proc chance when dual wielding? I guess what I want to know is how much reduced is the proc chance going to be? Guessing they are reducing the 33% slower speed rating when dual wielding. I just hope they don't over do it. Otherwise whats the point of dual wielding.
