The NPC you want is called the Wholesaler. It's the same guy or gal you get your fuel components from in the Tradeskill instances.

To clarify a bit, aerated mineral water also works for liquid.Wayyy back when, there were several things that worked for liquid - the aerated, more expensive distilled water that was sold on the newbie isles, canine saliva, other salivas and bloods, etc., etc.  It got pretty silly, and in my opinion, a bit out of hand.Now, if a recipe calls for liquid, you can use the vendor-sold aerated mineral water, as well as milk (also from the crafting vendor) and a few other things. If the recipe calls specifically for aerated mineral water, only that can be used.
