With Vista you need to run EQ2 as an administrator (one of the options in the properties window you get by right-clicking the icon), otherwise it wont downlaod it all properly.

Using the run as administrator doesn't seem to help  this problem,I have been experiencing the same issue.......nothing has resolved it so far.
